The film tells a real story of Czeslaw Sliwa, the most famous fraudster of the Polish People's Republic, who claimed to be the consul of Austria in Poland. The film shows witnesses and victims who testify in court, giving evidence not only of the false consul's guilt, but also of their own stupidity.
